Management Team


ARCON's day to day operations are performed by a bureaucracy of public servants appointed by the Council. The head of bureaucracy and chief executive officer is the Director-General.

The operations of ARCON are organized into four directorates, namely:

♦ Registration, Career Development Matters and Corporate Licensing
♦ Regulation, Monitoring and Enforcement
♦ Planning, Research and Strategy
♦ Human Resource Management



Our management team is made up of:

    DG

    Dr. Olalekan Olumuyiwa Fadolapo attended Ogun State University for his first degree in Economics. He holds three (3) master’s degrees: Master of Science in Marketing, (MSc.) Masters in business administration (MBA) and Masters in Legal Studies (MILS) from the Babcock University, Illisan, Ogun State, the Federal University of Technology, Akure, Ondo State and the Lagos State University, Ojo, Lagos respectively.

    He also holds a PhD in Marketing with specialization in Marketing Communications from the Babcock University, Illisan Remo, Ogun State. Dr. Fadolapo is a Fellow of the Advertising Profession, a Fellow of the Institute of Chartered Accountants of Nigeria (ICAN) and a Fellow of the National Institute of Marketing of Nigeria (NIMN). Dr. Fadolapo was a member of the immediate past Governing Council of Advertising Practitioners Council of Nigeria (APCON) and a Member of the Executive Committee of Heads of Advertising Sectoral Groups (HASG). He has served as Secretary to some Advertising Industry Organizations and Bodies.

    Secretary to Board of Directors, Advertising Academy, Secretary, Advertising Industry Reform Committee, General Secretary, International Advertising Association (IAA) Nigeria Chapter etc. He was a member of the Advertising Practitioners Investigative Panel (APIP), Vice Chairman of APCON Finance & Administrative Committee, Member, Advertising Industry Debt Resolution Committee, and Chairman of APCON Corporate Licensing Administrative Enforcement Committee (CLAEC). He was Chief Examiner for APCON Professional Examination, Lagos Centre, and an ICAN Examiner.

    He was appointed the fourth (4th) substantive Registrar/Chief Executive of APCON, by President Muhammadu Buhari, GCFR, in August 2020. Sequel to the change of name from Advertising Practitioners Council of Nigeria, (APCON) to Advertising Regulatory Council of Nigeria (ARCON), Dr. Fadolapo was appointed by President Bola Ahmed Tinubu as the first Director General of the Council. He is a recipient of many awards, and has facilitated several seminars, conferences, symposiums.

    Director, Regulations.

    Matha

    Deaconess Martha U. Onyebuchi, frpa, is the Director, Regulation. She has an industry wide experience spanning over 24 years. She holds a master’s degree in business administration, majoring in Advertising and Public Relations, from ESUT Business School.

    She is an experienced manager who has acquired quality skills sets in Management – Client Service, Planning and organizing of Professional Training, examinations and tutorials, Examiner, Inspection, Monitoring and Enforcement, among others, and have had results of profits and volume increases for various jobs handled over the years.

    She has been very instrumental in some major policies that positively affected the Council and the Advertising Industry in general, being a member of ARCON Management for over 21 years.

    She has over the years held the following positions and served in various committees – Client Service Executive, (Candid Communications Ltd.), Senior Vetting and Monitoring officer, ARCON, Head Publications, Head Vetting, Monitoring and Enforcement Department, Secretary, Advertising Standards Panel (ASP), Head Operations –North Central Zone, Assistant Director Registration Career Matters and Corporate Licensing, Deputy Director –Southern Region, Director Regulation, Steering Committee of The Industry Media Summit, ARCON Editorial Board member, Editor, Advertising Annual, Outdoor Agencies Association of Nigeria Poster Award Panel Of Judges, Member ARCON Accreditation Committee, Resource Person-  National Board for Technical Education (NBTE), Member ARCON Management Committee, among others.

    Martha has facilitated several seminars and workshops and is a recipient of many awards.

    Her hobbies include mentoring, reading and travelling.

    She is a Fellow of the Advertising profession, an Associate member of the Nigeria Institute of Public Relations (NIPR), and Fellow, Institute of Credit Administration.

    Director, Registration.

    Onuorah

    Joe-Eugene Onyenyili-Onuorah, frpa is Director, Registration at the Advertising Regulatory Council of Nigeria in which capacity he superintends the Council's professional training, professional membership and corporate licensing functions.

    During the last twenty-four years, he has served the Council in various management responsibilities which include head of corporate affairs, head of zonal operations, associate Secretary to the Council, among others.

    He has directed and facilitated several professional training courses and served as teacher and examiner in the Council's professional diploma in advertising (PDA) examinations. He is co-author and editor of the PDA Examinations Study Manuals. He has coordinated and led several of the Council's professional accreditation exercises to various tertiary institutions as well as resource person for NBTE accreditation of Advertising programs.

    He has authored and published two well-referenced and recommended Advertising textbooks, "What goes on in the Ad Agency", first published in 2010 and "Advertising and Society", first published in 2005.

    Prior to his service with ARCON, Joe-Eugene Onyenyili-Onuorah had worked with the Advertising Agency, Dawn Function Nigeria Ltd, where he led the account management and media teams at different times.
    He is a regular journal contributor and resource on Advertising regulations in Nigeria.

    Joe-Eugene is an alumnus of the University of Nigeria, Nsukka where he obtained the B.A and M.A degrees in Philosophy and Mass Communication.

    Director, Finance & Accounts.

    ojo

    Mr. Emmanuel Ojo hails from Okagi Amuro, Mopamuro Local Government area of Kogi State, North Central geopolitical zone of Nigeria.

    He had his early education in Kogi State after which he proceeded to Kwara State Polytechnics, Ilorin Kwara State where he graduated with a higher National Diploma in Accountancy in the year 1997, he later bagged a post graduate Diploma in Accounting and a master’s degree in business administration (Marketing option) from Ladoke Akintola University of Technology, Ogbomoso, Oyo State in 2014.

    Mr. Ojo started his professional pursuit as a Professional Accountant from Olusola Adekanola, Chartered Accountant and Tax Consultant as an Audit Trainee in year 1994-1997.

    He is a member of various professional bodies such as:

    • Associate member - Association of National Accountants of Nigeria, (CNA).
    • Associate member- Chartered Institute of Taxation of Nigeria (ACITN).
    • Associate Member - Institute of Cost and Management Accountant (ACMA).
    • Full member - Advertising Regulatory Council of Nigeria (rpa).
    • Full Member - National Institute of Marketing of Nigeria (MNIMN).
    • >Fellow – Chartered Certified System Accountants USA. (FCCSA).
    • Fellow – Chartered Institute of Business Entrepreneurs USA (FCIBE).
    • Member of the International Advertising Association (IAA).

    He worked in various sectors in different capacity, which ranged from Construction, Medical, Information Technology and Marketing before he joined Advertising regulatory Council of Nigeria in January 2007 as Accountant 1.

    His dedication to duty and selfless service advanced him progressively to the position of Assistant Director, Finance and Accounts where he presently serves, also overseeing the department of Administration and Procurement.

    Director, Southern Region.

    Emme

    Mrs. Emme Akande joined ARCON in 1998 as a contract staff who facilitated the ARCON House project. She was also a lecturer in the ARCON Diploma program.

    In 2001 She was confirmed as a staff of ARCON. She rose through the rank from being a Vetting Officer, Monitoring Officer, Chief Inspectorate Officer, Head of Vetting and Monitoring, Assistant Director, and currently a Deputy Director.

    She has held several strategic positions in ARCON such as being the Chairman of the Anti-Corruption Transparency Unit (ACTU) for several years, she was the 1st Chairman, Caretaker Committee which set up the ARCON’s RATTAWU chapter.

    She has served as the Secretary of the Advertising Standards Panel (ASP) amongst other responsibilities she has dutifully overseen.
    She is the Deputy Director, Southern Region, coordinating the activities of the 14 ARCON offices in the region.

    Emme is friendly, God- fearing and very passionate about her job.

    Director, Northern Region.

    Yalwa

    Ahmad Yalwa is the Assistant Director, Northern Region of the Advertising Regulatory Council of Nigeria (ARCON), holds a Bachelor of Science Degree and master’s in business administration from Ahmadu Bello University and Bayero University respectively.  A Fellow of the Certified Institute of Business Entrepreneurs, U.S.A. Also, a registered member of ARCON and a member of National Institute of Marketing of Nigeria, NIMN.

    He was the first Zonal Head for the North- West region and fully involved in the establishment of a permanent ARCON Zonal Office and study centre for the Professional Diploma Programmes in Advertising. He was Secretary of the Zonal Advertising Standards Panel, Northwest Vetting Group from 2006 to 2013. While in Abuja as Head of North Central Zone, Mr. Yalwa played a key role in the establishment of offices in Jos, Minna, Nasarawa and Lokoja.

    As Director of Abuja Operations, he served in different committees representing the Council and the Industry at large. Among the committees are: Member FCT Digi Team and member of an industry Advisory Forum (ICAF) for the National Communication Commission (NCC)

    Yalwa is a professional Marketer who supports the implementation of different policies and Programmes through maintaining cordial relationships with all stakeholders.

    He has attended different training Programmes within and outside the country.

    Director, Abuja Operations.

    olajide

    Mr. Olajide Oladele Olishile is the Assistant Director, Abuja Operations. He joined ARCON (previously APCON) in November 1999 and is a native of Lagos State.

    In 1989, he graduated with a diploma in Banking from City Banking College, in the United Kingdom.

    He earned a Diploma in Advertising In 2003 And an APCON (Now ARCON) certificate in Advertising In 2002. Additional noteworthy degrees include B.A. in Mass Communication from Ambrose Alli University in Ekpoma Edo State and an M.Sc. In Mass Communication from Caleb University.

    His collaboration with the Oyo State Signage & Advertisement Agency (OYSAA) to guarantee that the state’s advertising environment is favorable and complies with the profession’s regulatory mandate Is notably noteworthy among his accomplishments in Ibadan APCON Activities.

    His hobbies are playing football, basketball, tennis, listening to music and meeting people.

    Director, Planning, Research and Strategy.

    Susan

    Lady Susan Ngozi Agbo is the Assistant Director, Planning, Research and Strategy.

    She is a registered practitioner in advertising (rpa) in Nigeria with several cognate experiences.

    Susan holds a Master of Sciences degree (M.Sc.) in Mass communication from the University of Lagos, Akoka, Nigeria and a master’s degree in communication studies specializing in Public Relations and Advertising from Lagos State University, Lagos, Nigeria.  

    Other academic laurels of hers includes, Post Graduate Diploma in Management from Abubakar Tafawa Balewa University, Bauchi, Nigeria, bachelor’s degree in mass communication from Crescent University, Abeokuta, Nigeria and a Higher National Diploma in Mass Communication from Federal Polytechnic Oko, Anambra State, Nigeria.

    She is a specialist in development and execution of data–driven marketing strategy which enables APCON reach-out to the industry and the target public.

    She has carved a niche leveraging on digital marketing to build a community of advertising professionals that are always abreast of the best advertising practices both locally and globally.

    Her research interests include workplace relationships, strategic communication, employee wellbeing, Pan African media research and conferences (PAMRO).

    She is passionate and committed to mentoring, research, uncovering market gaps, meeting customers’ needs and finding new ideas/initiatives for continuous business improvement. In everything, she keeps a keen eye on customers, trends, targets, costs and results in vetting, monitoring and enforcement of advertising ecosystem in Nigeria.

    Head, Legal.

    Chukwudi

    Chukwudi Ezeaba is the Head of Legal of the Advertising Regulatory Council of Nigeria (ARCON). An adept solicitor in Nigeria advertising law. Chukwudi has served as Secretary to the Advertising Standards Panel (ASP), Secretary to the Advertising Practitioners Investigating Panel (APIP), Secretary to the Advertising Practitioners Disciplinary Committee (APDC) respectively, and presently, the Secretary of Advertising Industry Standards of Practice (AISOP) Committee as well as the Legal Adviser to the International Advertising Association (IAA) Nigeria Chapter.

    Sequel to the repeal of the Advertising Practitioners (Registration Etc) Act, CAP A7, Laws of the Federation of Nigeria, and the enactment of the Advertising Regulatory Council of Nigeria Act No.23 of 2022, Chukwudi, by virtue of his position as the Head of the Legal Department became the Executive Secretary of the Governing Council of the Advertising Regulatory Council of Nigeria.

    With over a decade of experience in Nigeria advertising law, Chukwudi Ezeaba has made tremendous contributions at various strategic levels in policy decisions to promoting ethical advertising in Nigeria. He was appointed on consultative representation in the Ministerial Committee on Audience Measurement in Nigeria, Legal Adviser to the Nigeria Code of Advertising Practice Review Committee, and coordinator of the Nigeria Advertising Law Review Committee.

    Chukwudi Ezeaba who holds a bachelor’s degree in law from the University of Nigeria, Nsukka and a master’s degree in law from the University of Ibadan was called to the Nigerian Bar as a solicitor and advocate in 2009. He is a member the Nigerian Bar Association, a member of the International Advertising Association (IAA), and a Registered Practitioner in Advertising in Nigeria.

    Head of Accounts & Finance.

    ademola

    Prior to his present position, Mr. Fadeyibi was the head of South-Western Zone, Ibadan, Oyo State; Head of Career Matters and Professional developments, Lagos; Head, North-Western Zone, Kano and pioneer Head, Internal Audit and Control department.

    Before joining ARCON, he has worked with other reputable firms including the Nigerian Television Authority (NTA) South-West Zonal Headquarters, Ibadan and Disc Communications Ltd, Ikeja, Lagos.

    Ademola holds National Diploma (ND) in Financial Management and Higher National Diploma (HND) in Accountancy from the Federal Polytechnic, Ede, Osun State. He also has a Bachelor of Science (B.Sc.) in Mass Communication from the University of Lagos, Akoka, Lagos State; Bachelor of Science (BSc) in Economics and a Master of Business Administration (MBA) Finance from the Lead City University, Ibadan, Oyo State.

    He is a Chartered National Accountant (CNA) and registered member of the Association of National Accountant of Nigeria (ANAN), an Associate Member of the Institute of Cost and Management Accountants (ICMA) of Nigeria; an Associate Registered Practitioner in Advertising (arpa) among others.

    Ademola had passed through a wide range of training and capacity development programs both within and outside Nigeria during his career with ARCON. He is a responsibility officer on the two major Federal Government Integrated Electronic Treasury/Financial Management platforms namely: GIFMIS and REMITA.

    Head, Admin/Personnel.

    Mrs Juliana Nkemdirim Chima is a professional human resources manager with the Advertising Regulation Council of Nigeria (ARCON), where she is currently the Head of Admin/Personnel Department and the secretary to the management committee.  She is also a Full member of the Advertising Profession with vast experience and proven skills of more than two and half decades in Human Resources Management, integrated marketing communication and related areas. 

    She has served in various capacities at the Council and has represented the Council at national and international programs.

    Mrs Chima holds the following qualifications: B.A. in Mass Communication from Abia State University, Uturu (2002), master’s in management sciences from National Open University of Nigeria, NOUN, (2022) and a Full membership Certification from the Chartered Institute of Human Resources Management.   

    She devotes her time and resources to inspiring young talents to reach their ambitions through constructive engagements in their desired fields of endeavours. Her hobbies include teaching, reading, travelling and writing.

    Head, Internal Audit.

    rabietu

    Amana Rabietu is the Internal Auditor of the Advertising Regulatory Council of Nigeria (ARCON). She joined the service of the apex regulatory agency in the year 2014. She worked with Guaranty Trust Bank (GTB) in Edo State for eight years before joining ARCON.

    Rabietu holds a National Diploma (ND) in Accounting from Auchi Federal Polytechnic and a Bachelor of Science (B.Sc.) in Accounting from the University of Benin (UNIBEN), Edo State respectively. As part of her education criteria, she observed her Industrial Training with the Guaranty Trust Bank, Benin City.

    She is a member, Association of National Accountant of Nigeria (ANAN), a member of the Institute of Cost and Management Accountant (ACMA) and an Associate Registered Practitioner in Advertising (arpa).

    In the last ten (10) years of her career, Rabietu had undergone a wide range of managerial training and capacity building programmes in the public sector, auditing and control, organized by reputable public and corporate establishments such as the Administrative Staff College of Niger (ASCON), Badagry, Lagos State, amongst others.

    Her commitment to service has also accorded her a responsibility on a major Federal Government Integrated Electronic Treasury/Financial Management Platform - REMITA.

    She belongs to various ARCON in-house Committees, the Corporate License Administrative Enforcement Committee, Investigating Committee on Alleged Fraud, Task Force Committee on Monitoring and Enforcement.

    Mrs. Rahina A. Yakasai is the head of operations in the Director General’s Office. She holds a Diploma in Social Policy and Administration from Bayero University Kano (2008), and a Bachelor of Arts degree in Advertising from Harvey University, Malaysia (Under California) (2011).

    She has also served in various capacities at the council and represented the Council in programs, locally and internationally. Mrs. Yakasai is also the assistant secretary to the management committee.

    Her hobbies include travelling, meeting people and cooking.
